      You have people coming to the United States seeking asylum (legal by US and international law), turning themselves in (legal by US law), being told that if they get on this bus or plane they'll be housing and work on the other side.

    By the time these people figure out what's happened to them, their tiny window to actually apply for asylum through the proper channels had passed. They have somehow become illegal immigrants by following the law every step of the way
